City of Manassas eliminates the display of local vehicle decals
As part of FY 2010 budget the City eliminated the issuance and display of a local license and changed to a local license fee. When citizens receive their 2009 Personal Property bills they will see the $ 25.00 license fee. The only change is there will no longer be a decal to display on their vehicle.
2009 Personal Property bills will be mailed by the 1st of September and the due date is October 5, 2009. Any questions should be directed to the Treasurer’s office at 703-257-8242.

PUBLIC TAX NOTICE!!! **Personal Property Tax Relief changes effective now!
**In accordance with changes by the 2005 General Assembly, delinquent tax bills for tax years 2000 through 2005 that remain unpaid as of September 1, 2006 will require 100 percent of the original tax to be paid by the taxpayer.
Personal Property Tax
The Commissioner of the Revenue assesses Personal Property tax. It is the responsibility of the Treasurer to collect the taxes assessed by the Commissioner.
The City of Manassas does not pro-rate tax. Therefore, taxes and licensing fees are assessed on property owned January 1 of the given year through December 31 of the same year. Personal Property taxes are typically due October 5.
The Personal Property Tax Relief Act of 1998 provides tax relief for passenger cars, motorcycles, and pickup or panel trucks having a registered gross weight of less than 7,501 pounds. To qualify a vehicle must.
-Be owned by an individual or leased by an individual under a contract requiring the individual to pay the personal property tax.
AND,
-Be used less than 50% for business purposes.
Motor Homes, trailers and farm use vehicles do not qualify for tax relief.
The tax on the first $20,000 of value of your personal car, motorcycle and pickup or panel truck under 7,501 pounds has been reduced by 68.5% this year. **The 2005 General Assembly capped the total cost of car tax relief for the Commonwealth of Virginia at $950 million. Each locality’s share of the $950 million is based upon car tax relief reimbursements from the Commonwealth to the locality for the tax year 2004. The amount of car tax relief is based upon total dollars from the Commonwealth divided by the total tax of all qualifying vehicles in the City of Manassas.

Real Estate Tax
The
Commissioner of the Revenue assesses all Real Property tax. It is the responsibility of the Treasurer to collect the taxes assessed by the Commissioner.
Real Estate tax is due June 5 and December 5.
As a courtesy, the Treasurer's Office allows your mortgage company or tax service to request payment of your Real Estate tax bill. If you have an escrow, then it is likely that your Real Estate tax bill is paid directly to us by your mortgage company. We do not send copies of tax bills to homeowners. Therefore, if you receive a tax bill, but have an escrow, you must forward the bill to your mortgage company and ask them to request, in writing, the bill from the Treasurer's Office for future billings. All delinquent notices are mailed to the homeowner.
Residents aged 65 or over and certain disabled person may be eligible for exemption and/or deferral on Real Estate tax. See Tax Relief

Under Virginia law, failure to receive a tax bill will not relieve the penalty and interest charge that must be applied to all past due bills. The post-mark applied by the U.S. Postal Service to envelopes containing payment is used to determine timeliness for mailed payments.
