Overview & Mission
The Planning and Zoning Division of the Community Development Department is responsible for improving the public health, safety, convenience, and welfare of city residents by planning for the future development of Manassas. We plan for existing and new community centers to be developed with adequate highway, utility, health, educational, and recreational facilities while ensuring the growth of the city be consonant with the efficient and economical use of public funds.
The division is dedicated to improving the quality of life for city residents through appropriate land use policies and regulations while fostering a competitive business environment. 

Services Provided
Below is a listing of services provided by the Planning and Zoning Division.

Current Planning
The division oversees current planning activities which include the review process for the following types of land uses cases:

• Re-zonings
• Rezoning Proffer Amendments
• Special Use Permits
• Special Use Permit Condition Amendments

Planning and Zoning is the lead agency for these cases and coordinates review and approval with other city departments and local agencies, as well as the Planning Commission and City Council.

Long Range Planning
The division is responsible for the following long range planning duties: 

• Updating and maintaining the city's Comprehensive Plan through Comprehensive Plan Amendments.
• Undertaking Sector Plan studies and other detailed planning studies/reports.

In order to implement the goals and visions of these plans and studies, the Division oversee the updating of the city's Zoning Ordinance through Zoning Text Amendments.

Zoning Administration
The division's Zoning Administration responsibilities include:

• Updating and maintaining the city's Zoning Ordinance in accordance with state code
• Regulatory changes through the Zoning Text Amendments process.

The zoning administrator is responsible for official interpretations of the Zoning Ordinance and provides written zoning interpretations or zoning certifications upon request. Duties of the division also include proffer tracking and street addressing.

Staffing Boards & Commissions
The division staffs the Planning Commission, Board of Zoning Appeals, and the Architectural Review Board.
